Funding Opportunities

As ConnectKentucky drives Kentucky’s Prescription for Innovation, the partnership is working in every county across the Commonwealth to encourage broadband deployment and technology adoption.  As part of this effort, ConnectKentucky helps local leaders identify funding development in their communities.

 

Broadband Deployment

 

Kentucky Pilot Satellite Broadband Cost-share Program
Program Goals:
  • Improve net farm income through cost-share for establishing satellite broadband service that will improve farm operation efficiency and marketing for producers unable to access broadband service.
  • Impact a high number of tobacco dependant producers affected by loss of income resulting from cuts in tobacco production.
  • Encourage the use of broadband Internet service to assist producers in research and science-based decisions for the management and expansion of technology based initiatives in their farming operations.
  • Assist tobacco dependant producers interested in gaining the speed broadband Internet service provides.
  • To increase the percentage of Kentucky farmers with Internet access.
Eligible Investment Areas:

A. 50% of the cost of equipment and installation provided by a satellite broadband provider not to exceed $250.00 per producer.
B. 50% of the cost of satellite broadband service for a period of one year not to exceed $40.00 per month ($480.00 for the one year) per producer.

Eligible Participants:

Participating producers shall be tobacco dependant with one of the following as documented proof: evidence of a past Phase II payment; evidence of enrollment in the Tobacco Transition Payment Program; or an executed current marketing contract for tobacco production.

Universal Service Funding: Schools and Libraries Program

The Schools and Libraries Program reimbuses providers for providing discounts on the purchase and installation of telecommunications services such as high speed Internet access. Discounts for support depend on the level of poverty and the urban/rural status of the population served.

Universal Service Funding: Rural Health Care Program

The Rural Health Care Program of the Universal Service Fund (USF) is a support program to provide reduced rates to rural health care providers (HCPs) for telecommunications services and Internet access charges related to the use of telemedicine & tele-health.

EDA Grants for Public Works and Economic Development Facilities

Uses:
Distance Learning Facilities, skill-training facilities, business incubator facilities, telecommunications infrastructure improvements needed for business retention and expansion.
Eligibility:
State, city, county, or other political subdivision of a State, including a special purpose unit of a State or local government engaged in economic or infrastructure development activities, an institution of higher education or a consortium of institutions of higher education, an Economic Development District organization, a private or public nonprofit organization or association, including a faith-based non-profit organization, acting in cooperation with officials of a political subdivision of a State, or an Indian Tribe, or a consortium of Indian Tribes.
Applications:
Contact the EDA Regional Office (Atlanta), which will assign an official to serve as coordinator for the project who will provide necessary forms and assistance. After submission of appropriate forms to the EDA Regional Office and review applications will be approved and reviewed by the Regional Director. The applicant will have 30 days after an invitation is made to turn in an completed application.
Funding and Matching Requirements:
Maximum investment rate from EDA is not to exceed 50% of the project cost, except that the project may receive an investment rate up to 80% based on relative needs as measured by the severity and duration of unemployment and the per capita income level and extent of underemployment in the region.
Range of 2005 Investment:
$69,000 to $4,046,270

$158,089,000

RUS Rural Broadband Access Loan Program

Applications: Ongoing
Eligibility: Public or Private Telecommunciations Providers
Funding Uses:
Rural Utility Service (RUS) funds may be used to finance the construction, improvement, leasing, and acquisition of facilities and equipment when it is necessarily needed for broadband build-out. RUS does not approve using funding for any purchase of stock, facilities, or equipment of an affiliate; RUS also does not approve using funding for terminal equipment the applicant does not own, vehicles not used primarily in construction, or operating expenses.

RUS Community Connect Grant Program

Applications: Window typically runs March through May
Eligibility: Public or Private Telecommunciations Providers
Funding & Matching Requirements:
• 15% Required Matching Contribution
• $50,000 Minimum
Funding Uses:
Rural Utility Service (RUS) funds may be used to finance construction, acquisition, leasing of facilities (including spectrum), enduser equipment, operating expenses for providing to critical facilities, purchase of land, or buildings needed to carry out the project. The funding cannot, however, be used for the duplication of any broadband services.

RUS Distance Learning and Telemedicine Program

Eligibility: Current or Proposed Public or Private Providers of Distance Learning and/or Telemedicine programs.
Funding & Matching Requirements:
• 15% Required Matching Contribution
• $50,000 Minimum
• $500,000 Maximum
Funding Uses:
DLT Program can be used for acquiring: Computer hardware and software, Audio and video equipment, Computer network components, Terminal equipment, Data terminal equipment, Inside wiring, Interactive video equipment, Any other facilities that further DLT services, Acquiring instructional programming and Providing technical assistance and Instruction for using eligible equipment
